The UT System Office of Academic Affairs system for tracking proposals prior to submission to the THECB.
The Texas Higher Education Coordinating Board (THECB) Proposal Tracking System that allows universities to view the progress of completed proposals undergoing THECB review.
The University of Texas System Office of Academic Affairs is responsible for working with the academic campuses on new academic degree programs and certificates. Submit proposals for new certificate and degree programs to firstname.lastname@example.org .
For requests requiring Board of Regents approval, applications must be submitted to the Office of Academic Affairs at least three and a half months before the Board of Regents meeting. This includes proposals for new doctoral programs. OAA staff will make every effort to review the request in time for the next Board meeting.

Forms And Procedures for New Degree Programs
When an institution wishes to offer a new degree program that requires approval by the Coordinating Board at one of its quarterly meetings, the institution must provide a planning notification prior to submitting the full degree program proposal. If the degree program is a doctoral or professional program, the UT System requires submission of a Preliminary Authority Request, which must be approved by the Board of Regents prior to submission of notification to the Coordinating Board. For bachelor's and master's programs in engineering only, the planning notification may be made in the form of a letter to the Executive Vice Chancellor for Academic Affairs.
The planning notification to the Coordinating Board is made in the form of a letter that includes the title, level, CIP code, and brief description of the program, along with the anticipated date of submission of the full proposal. The Coordinating Board requires planning notification for the following types of degree programs:
- Doctoral and professional programs
- Engineering programs at any level (baccalaureate, master's, doctoral)
Planning Notification must be submitted at least one year prior to submission of a proposal to offer the degree if the proposed program would be a program leading to the award of a "professional degree," as defined by Texas Education Code 61.306, including Doctor of Medicine (M.D.), Doctor of Osteopathy (D.O.), Doctor of Dental Surgery (D.D.S.), Doctor of Veterinary Medicine (D.V.M.), Juris Doctor (J.D.), and Bachelor of Laws (LL.B.).
To propose a new certificate, baccalaureate, or master's degree program:
Complete the appropriate THECB application form found on the Certificate Requests page . For new bachelor's and master's programs, complete both the Full Request Form and the Certification Form. Submit the completed form(s) to the Office of Academic Affairs.
To propose a new doctoral program:
- Complete the THECB application form found on the New Program Requests page.
- Complete the Budget Analysis Template, the Budget Analysis Narrative and the Doctoral Graduates Survey found below and include them in the application form.
- Budget Analysis Template.
- Budget Analysis Narrative.
- Doctoral Graduates Survey - This questionnaire should be sent to institutions that offer the doctoral program you are proposing. The responses you receive regarding employment of Ph.D. graduates will assist you in your justification for the need of a new doctoral program at your institution.
- Submit proposals to the Office of Academic Affairs.
