The University of Texas System Office of Academic Affairs and Office of Health Affairs receive proposals from academic and health-related institutions, respectively, for all new academic programs. The Board of Regents reviews all doctoral programs and other substantive proposals, except when delegated to the Executive Vice Chancellor for Academic Affairs or the Executive Vice Chancellor for Health Affairs. The Executive Vice Chancellors are delegated review of certificate, baccalaureate and master's degree program requests.
Upon UT System approval, the proposal is electronically submitted to the Texas Higher Education Coordinating Board (THECB). A program may not begin before submission to and necessary action by the THECB.
THECB has modified the approval process for new academic programs, including certificate, bachelors and master's level programs. Depending on the level of program, number of courses required and estimated new costs during the first five years of the program, requests are automatically approved if no objections are received during the 30-day comment period.
