Executive Vice Chancellor for Business Affairs
Scott C. Kelley, Executive Vice Chancellor for Business Affairs at The University of Texas System earned a bachelor of science degree in economics from Brigham Young University, a master’s of business administration in finance from Oklahoma City University, and a master's degree and doctoral degree in higher education administration from Harvard University. Prior to his appointment as Executive Vice Chancellor for Business Affairs in July 2004, he served as Vice President for Administration, Finance, and Human Resources at West Virginia University for nine years. Loretta Loyd earned a bachelor of arts degree in German from Central College, Pella, Iowa. Loretta came to the Office of Business Affairs in 2001 from the Office of General Counsel Business Law Section, where she had worked for more than seven years. She has served on a variety of committees over the years, including representing UT System Administration on the Employee Advisory Committee and the Systemwide Insurance Advisory Committee. She was a member of the U. T. System 2004 Class Two Management and Leadership Development Program. Ms. Loyd was the recipient of the 2006 A. W. “Dub” Riter, Jr. Humanitarian (Chancellor's) Award at The University of Texas System; and the 2007, 2008 Bronze level and 2009, 2010 Silver level Presidential Volunteer Service Award.
