Phillip B. Dendy

Chief Risk Officer

Phillip B. Dendy, CRM, CIC, DRM, serves as the Chief Risk Officer for the University of Texas System (UT System). In this role he is responsible for the oversight and direction of three departments, the Office of Risk Management, Office of Information Security and the Office of Systemwide Compliance, collectively called RISC Services. These departments provide comprehensive risk management services to the UT System, its nine academic and five health institutions.

Mr. Dendy joined the UT System in 1995, and was responsible for administration of the UT System self-insured workers’ compensation program. From 1999-2003, Mr. Dendy served as Director of Business Administrative Services which included property and casualty insurance programs as well as facilities, accounting and purchasing, property management, travel, and airplane operations. In 2003 the Office of Risk Management was created where he has served as Executive Director providing comprehensive services including risk analysis, risk control, risk financing and claims management. He has overseen all of RISC Services since his appointment as Chief Compliance and Risk Officer in 2016.

Mr. Dendy earned a Bachelor of Business Administration in Management from Texas Tech University. He holds the designation of Certified Risk Manager (CRM) and Certified Insurance Counselor (CIC) from the National Alliance for Insurance Education and Research.  In 2017, the University Risk Management and Insurance Association (URMIA) awarded him the honor of Distinguished Risk Manager (DRM).

Mr. Dendy is a founder, of drops of grace inc, a non-profit faith-based organization partnering with organizations for water, health, hygiene, and community development projects in Malawi, Africa and Central America, and disaster recovery projects in the United States.

 


 

Patrick Durbin

Associate Director, Risk Control

Patrick Durbin serves as the Associate Director of Risk Control.  Patrick’s responsibilities include systemwide program coordination of environmental health and safety , emergency management, business continuity, property conservation, and claims.  Patrick has been with The Office of Risk Management since 2006, starting as the Environmental Program Coordinator and later as the Manager of Risk Control.  Prior to The University of Texas System, Patrick worked in the private sector in the environmental industry and has more than 15 years of experience.

Patrick has a Bachelor of Science degree in Hydrology and Water Resources from Tarleton State University and is a Certified Hazardous Materials Manager (CHMM).  Patrick has lived in Austin with his family since 1998.

 


Melissa Steger

Associate Director, Workers' Compensation

Melissa Steger is responsible for administering the WCI Program for the academic and health institutions of the UT System.  The WCI program is a self-administered / self-insured plan that provides reasonable and necessary medical coverage and indemnity payments to employees sustaining injuries or occupational diseases while in the course and scope of employment.  The program includes a certified workers’ compensation health care network and claims handling through a third party administrator with close oversight by UT System Claims Supervisors.

Melissa has extensive experience with the public, private, and regulatory sectors of the workers’ compensation insurance industry.  She started at the UT System in 1993 as a temporary employee and held several positions before becoming a lost time adjuster handling claims for institutions within the UT System.  In 2000, Melissa began work for the regulatory agency and private sectors of WCI.  In 2005, she furthered her career by forming a certified workers’ compensation healthcare network and participated in the creation of a 504 network involving a pool of political subdivisions.  In 2007, she returned to the UT System as a Claims Supervisor providing oversight of claims handling for several of the institutions.

Melissa enjoys spending time with her husband Randy, their two children, Jenna and Jared, their rescue dog, Merebell, and their two horses, Muddy and Lattie.


Stacy Youngdale

Associate Director, Risk Management

Stacy Youngdale, Associate Director for Risk Management, served as Manager of Risk Finance from 1999 – 2005 before taking off a while to spend more time with her family.  In 2007, she returned to work with us on a part-time basis as a Project Analyst and then returned full time in 2013, again in the role of Manager of Risk Finance.  She earned her Bachelor of Arts in Math and Economics from Vanderbilt University and her MBA with a concentration in Risk Management from UT Austin.  She also holds the Associate in Risk Management (ARM) designation.  

Her current responsibilities include development, implementation, oversight, and direction of property/casualty and  international risk management programs.  She also provides oversight of broker services and risk finance budgets and funds.  


Barbara Craig

Assistant Director, Information Systems

Barbara Craig, Manager of Information Systems is responsible for software application development, integration, purchases, and technology oversight for risk management services provided by the Office of Risk Management. 

She has served various information technology roles at the University of Texas System for over 20 years.  She started as an Information Analyst Trainee at UT Austin in 1994 and moved to UT System Administration as a System Analyst in 1996.  She has supported several business areas throughout her career including: Payroll, Workers’ Compensation, Human Resources, Business & Administrative Services and Risk Management.  Prior to working at UT, Barbara worked for both county and state entities.

Barbara holds the designation of Certified School Risk Manager (CSRM) and Certified Insurance Services Representative (CISR) from the National Alliance for Insurance and Education Research.   Barbara is an Austin native, a graduate of the University of Texas at Austin and continues to live in Austin with her family. 


Andres Campo

Manager, Risk Finance

Andres C. Campo, ARM, serves as the Manager of Risk Finance for the University of Texas System (the UT System).  Mr. Campo is responsible for the oversight and direction of the systemwide risk finance programs for the UT System, its nine academic and five health institutions.

Mr. Campo has over 10 years in the risk management and insurance industry.  He has previously directed and implemented insurance, risk management, and continuity programs for the State of Texas, and worked for a private insurance brokerage. 

Mr. Campo earned a Bachelor of Arts from the University of California – Los Angeles and a Master of Arts from American University.  He holds the designation of Associate in Risk Management and Associate in Insurance Services from the Insurance Institute of America, and Level I Professional Continuity Practitioner from the Federal Emergency Management Agency – Emergency Management Institute.
