FRANCIE A. FREDERICK, Austin, Texas, was appointed General Counsel to the U. T. System Board of Regents effective September 1, 2006, after prior service as Counsel and Secretary to the Board. She joined the U. T. System in 1979 as a University Attorney and later served as Senior Attorney in the Office of General Counsel. She became Associate Executive Vice Chancellor for Academic Affairs in 1988 and Acting Vice Chancellor for Academic Affairs in 1997. She is an Adjunct Professor in the College of Education at U. T. Austin, where she has lectured on policy development and legal issues in higher education.
Ms. Frederick worked as an Assistant Criminal District Attorney in Beaumont, Texas, representing the Commissioners' Court and handling civil trial work for Jefferson County. She also worked as an Assistant Attorney General of Texas, serving as head of the Charitable Trusts Section and handling a large litigation caseload.
Born in the sulfur-mining town of Newgulf, Texas, Ms. Frederick graduated from Nederland High School. After attending Lamar University on a chemistry scholarship, she attended the U. T. Medical Branch - Galveston, receiving a degree in Medical Technology with honors in 1967. She worked as a clinical laboratory technician prior to enrolling in the Bates College of Law at the University of Houston. She was awarded the J.D. degree magna cum laude in 1975.
Ms. Frederick often speaks to civic and professional organizations on legal issues and time management; is an active member of the National Association of College and University Attorneys; and has served in numerous volunteer civic roles including membership on the Zoning and Planning Commission and the Road Advisory Commission of the City of West Lake Hills. Ms. Frederick held an adjunct faculty appointment at Lamar University, teaching legal writing and research.
