The University of Texas System appears to have set a new enrollment record for the fall semester. KUT’s Becky Fogel reports the increase comes amid a slight decline in graduate and undergraduate enrollment nationwide. UT System Chancellor JB Milliken says if you think enrollment is only up because there's an influx of freshmen, you'd be wrong. For one thing, there are more students transferring from community colleges. CHANCELLOR MILLIKEN: “And we're seeing an increase in early college high school programs as well, where students can get up to two years of college credit while they're in high school and then move on.” According to preliminary data, 244,276 students are enrolled at UT system campuses this fall. Milliken thinks another reason for this record enrollment is a new $300 million endowment called Promise Plus. CHANCELLOR MILLIKEN: “Which provided thousands more students with free tuition and mandatory fees.”  Students at seven UT institutions are eligible for the Promise Plus program, including UT San Antonio and UT Dallas.
