Government Relations Resources

The Office of Federal Relations serves as the primary liaison between the UT System and Members of Congress, congressional staff, the White House and federal agencies on issues related to higher education and health policy. Faculty and staff from within the UT System are invited to contact OFR staff with questions and concerns about federal policy. Government relations resources can be found below and from external sources, including federal agencies and higher education associations.

Key Resources


The Association of American Universities provides up-to-date funding charts and summaries of federal appropriations requests. The most recent table of FY2015 funding priorities, including requests from the President's budget and appropriations levels approved by the House and Senate, is available here.

Higher Education Act

The Higher Education Act (HEA) is the primary authorizing legislation for higher education programs, including most federal financial aid programs, in the United States. The American Council on Education released a report titled Paying for College to help stakeholders better understand the HEA and prepare for the next reauthorization of the Act. is maintained by the Library of Congress and provides extensive information on bills, appropriations, committees, and Congressional activities.

Federal News

The OFR publishes a new issue of the Washington Update every Friday to keep UT System faculty and staff apprised of recent developments at the federal level.

UT System Data

Government relations representatives and campus faculty and staff who interact with federal officials may wish to reference data published in the UT System's annual Fast Facts report and the Productivity Dashboard.

Contacting Federal Officials

Individuals representing the University of Texas System and its component institutions must comply with federal lobbying laws. The OFR provides guidance for contacting federal officials and collects quarterly lobbying disclosures from each of the campuses.
